The Australian Standards relevant to safety bollards are AS 1742 (Manual of Uniform Traffic Control Devices, particularly Part 3 for temporary works), and AS 1906.1 (Retroreflective materials and devices for road traffic control purposes). What it gets called — the same product, different names

This is a delineation product, not a vehicle-protection product. A portable safety bollard marks a hazard, guides traffic around it and warns people on foot. It is built to be knocked over and stood back up. It is not a fixed or impact-rated bollard, and it is not intended to stop or restrain a vehicle. If the job is protecting a shopfront, a gas meter, racking or a doorway from a vehicle, that is a fixed in-ground or surface-mount bollard — a different product class at a different price point.
The reflective band is what makes it work after dark. In low light and rain, a bollard is only as visible as its retroreflective banding. Check the reflective class specified for your site, then keep the bands clean and unscratched — a scuffed or mud-covered band is a bollard that is not doing its job at night. For general worksite and temporary traffic-control work, a 1150 mm tall bollard on a 6 kg base is the standard choice. The 1150 mm height puts the post above standard car bonnet height so drivers see it over the front of the vehicle, and the 6 kg base gives it enough ballast to hold position without being anchored. In normal conditions, no. The 6 kg base is designed to stay stable in moderate wind and will not tip from the wash of a passing vehicle, which is the usual failure point on lighter bollards and cones. High wind areas are the exception, so on exposed sites you may need a heavier base or an anchored bollard and should confirm conditions with your site engineer. If the bollard does get clipped, it is built to be knocked over and stood back up.
